FHWA proposed technical requirements to ensure that pedestrian facilities located in the public right-of-way are readily accessible to, and usable by, pedestrians with disabilities (ADA/PROWAG). TranSmart provided data collection services as part of a new electronic inventory of existing pedestrian facilities along Illinois’ state highways for IDOT’s Americans with Disabilities Act (ADA) Transition Plan and in the City of Chicago for the Chicago Department of Transportation. Data collection efforts included four main types of pedestrian facilities: sidewalks, curb ramps, crosswalks, and pedestrian signals. A series of questions was developed for each facility type based on FHWA’s sidewalk design guidelines. Typical data collected at sidewalks, curb ramps, and crosswalks included running grade, cross-slopes, width, turning space at curb ramps, flush and level transitions between sidewalk and pavement, and the overall condition of the facilities. At pedestrian signals, the placement and design of the pedestrian push buttons and the presence of audible pedestrian signals was also collected. Data was entered in the field through the use of a tablet into an online application that also collected spatial information for each location.
